No need to layoff engineers
Investigate and let go the corrupt managers/dirs/vps. Plus get the executive bunuses back. So no need to layoff the engineers. The low performers are so scared they will slog anyways.

The only thing more depressing than living in the Bay Area and realizing it's going to take a long time before you can own a house is....
It's going to take an even longer time to get laid by an attractive woman....That wait could be indefinite.
If you are a single man, you are two times more likely to get laid in San Diego than Silly(con) Valley, & the women you that are in your league
are 4 times more attractive than your run of the mill silicon valley girl geek that looks like roadkill.

In Silly(con) Valley, My doctor friends that's been practicing for 10 years still rent, because they cannot afford to own and they are poor.
Here in San Diego, my doctor friends live in La Jolla.
Living in Hayward or Fremont in Bay Area is like saying you live in Chula Vista and El Cajon and commute to Sorrento Valley to work.
Same type of ghetto hood, only that the ghettos in Bay Area still cost an arm and a leg.

If you are thinking of moving to SV, bear in mind that the tech industry is mostly asian here with some areas 90% asian.. And rents are crazy!
