What is the highest IPF a new hire NTP can get in their first year? Is the distribution of IPFs the same for NTPs? <10% 1.2s

If you are 0.8 or below and Shell lays you off, will you get the 3 weeks for every year deal? I was under the impression that anything below 0.9 is essentially the company telling you that you need to seek employment elsewhere?
