100% They can be MLRP and are 'rated' just as everyone else.
The external hiring of executives is a clear indication to the existing execs that they're on notice.
They already know the org is shrinking and if you hire externally for the top it's a huge impact for the scarce exec jobs that are just getting more scarce over time. This is like throwing a wrench in the employee development machine. Not saying that it's not needed.

Finance execs being gutted. Bottom performers long gone, but # of exec positions shrinking, major reductions needed by 2028. ~20% last 2 years put on MLRP. Heard they combined NSI & NI and put all on PIP, and have put rest on notice.
