I’m starting to see a lot more BTC expats in my building….nothing against them, but will they at least be ranked for performance against US local team members?

There are hundreds of BTC Impats on campus. In many cases can smell them before you see them, and also smell them for an hour after they left.
Why would any human wear so much scented oil that you can smell them in an enclosed breakout room with the door closed?

You have plenty of opportunities to interact with the best of what India has to offer and assess if the ranking works :)
Few years back (more than 10) I heard a top manager (at least exec level) : average gbc employee ranking should be at 55 , non GBC 45. Yes at that time ranking was a percentage.
A lit of them even from india are ranked with houston employees (even when they are physically in india)
If they’re reporting to your management you betcha.
And you’ll be pleased to know that HR will be in the room to make sure they don’t cluster to the bottom of ranking, because the only possible explanation for that would be racism.
