1: They know where to look. That's why they don't. (Plausible deniability)
2: Those that have looked are not allowed to speak to those that would need to know (stay in your Silo)
3: And if #2 happens, plausible deniability is removed from #1. So there is a small reorg to regain the plausible deniability so everything can go back to BAU.

If they bothered to look in the right areas they might find significant issues that are business impacting like Sourcing or In VBG VRD…
