If you knew anything about the network you’d know that fiber outages happen all the time due to vandalism. You’d also know that fiber vandalism will take out cell coverage in the local area. They are not going to cause an outage nationwide. Major circuits are built with redundancy and protection. I have seen many many fiber cuts, none of them ever cause a national outage. It just now how it works..
