Salary Curve

How often does this change based on performance?

If I get two yrs of Very Good vs two yrs of Outstanding, does that make a difference on my Salary Curve or only after the annual increase?

Knowing how it works does not enable you to manipulate it in any way. Worry about other things that you can control.

They look at a three year average for promotions. If you are not averaging O or E you are dead to them.

These are two different things. Salary curve is set by CL and market forces while the yearly performance assessment sets your position on that salary curve. As your performance decreases your position on the salary curve declines resulting in your current salary likely above the target level for an individual at that performance level, said another way, as your performance declines, you’re getting paid “more” than you should and you’ll be getting low if any yearly increases
