I am starting to think they are just cycling all the non sponsored people through NI and NSI now. Is that the game they are playing?

They are definitely doing it. I've sat in pre-assessment meetings where we actively talk about the consequence of something getting put into NSI and being fired. As humans we then are biased and talk our way out of it and move them up, and rationalize someone going down knowing they won't be fired
The targets are terrible….especially when the bottom leaves (as expected) and isn’t replaced. It is not sustainable.
