Does anyone know of someone who was demoted (voluntary or involuntary), and did they receive a pay cut if their current salary was within their new, lower band?

I once took a voluntary demotion because I hated the position I was in. My pay didn’t decrease because I was still in the new position’s salary grade. It didn’t change any new opportunities for growth because I was hired into a new position two years later in a position that I enjoyed more.
You don't normally receive a pay cut if your salary is still within the lower grade salary band. You do lose bonus, and your future growth is stunted because you are likely near the high end of the lower band. If you have any management lease vehicles, you could lose them if they do not offer an IGP or in-grade protection.
