A serious question - does this exist?

You will not know your HPD in the rank during your midyear but rest assured you have and are ranked each and every quarter in the MRR reviews which are totally secret and can be brutal when they talk about individuals. Leftover practice from the Jack Welsh/GE rank and yank style of management.
If your rating is low, you are on the list for a PIP and potential cuts and there is really not a lot you can do about it. HR at Honeywell is NEVER on your side, they exist just to make sure that Honeywell can’t get sued for blatant violations. If you go to tHR, it will be like putting an even bigger target on your back. And Honeywell is always looking for candidates for the next big wave of RIFs
I would keep my head low, do whatever your manager wants in the manner they want it, document where you think are being treated unfairly with dates, times, conversations, emails, start a cash reserve immediately, and escalate finding something outside of Honeywell. This is never going to change in this toxic culture.
A co-worker and I both challenged a mediocre rating several years ago. Our manager's manager (RGM) agreed with us but said it was too late to change anything that would affect merit increases. Ratings and increases had already been approved.
I wish you luck, but I wouldn't hold your breath. Sorry.
Where do you find your HPD rating?
Yes you have to escalate to HR directly. And go up the chain if you get blocked. If you get a delayed response from one chain, follow up with their manager on the chain.
If your rating is too low you are target for pip and may get pushed out of company. In this situation you are likely to lose so be prepared.
The other way which could work is that you reach out to a friend in another function that can hire you. They will make a case for your lower rating and can reverse the scores in your HPD. This is the recommended path if you are able
