Maybe the survey is a just a way for Target to have another round of layoffs but not provide severance packages? (Cost Optimization) They will now be eliminating team members based on skill set that could be their reason to not provide a severance.

The TTS skill survey is a great way to identify what new training is needed. Finally someone is paying attention to the BTS scores about lack of training. Don't be so pessimistic.
