What responsibility/accountability are Target leaders taking in all of this?

What about distribution centers? They have tons of people who are considered management but have nobody reporting to them.
Wasn't this the reason behind this massive cut at HQ? Too many people in management positions and not enough people reporting to them? Distribution Centers are like that for sure!
