Why are some departments offered Buyouts and other departments given no option, you are let go. In IT one whole was allowed to offer them and another area did not? Was this decided by Directors? Does this occur in othere departments?

There are rumors about every yard, take your pick. Buyouts offered at Ft. Worth, Roseville, Proviso, no buyouts posted at Hinkle.
