Yes RTO would force a lot of employees out. Everyone of them feels entitled to wfh. Customer service reps pay should be cut if you wanna wfh instead of going to the office.

return to office decreased productivity once the nominated counter walked through, employees bolted out the door for doctor appointments, kid sick, car needs servicing. not enough seats, laptops wouldn't connect to the network. Traffic, weather. Escape rooms, team activities to accomplish what. The PMO did a CyberJob Hub, well if people are not that busy at their positions that is something their associate director should be aware of. some even never logged in at all, some never learned how to document besides their scribble. One engineer in a certain group he is probably in NetOps would conduct his volunteer work on his work laptop every other week, or brewery tours, it was amazing what the resources in TX besides actual work
