@aa goto/usvacation mentions “ Pay-in-lieu is allowed for unused earned vacation (including carryover) in cases such as required by law, leaves of absence extending through year end, termination, retirement, or disability. Payment is generally made within 30 days after the approved request or termination date.”

Does quitting count as termination?

Carryover is paid out, but your vacation time is accrued at 1/12 per month for the year.
Floating holidays are not paid out
