That being said, it's good to be sitting on a beach, earning 20%.

No. Look at the new org structure. It’s designed for fewer promotions.
They have their core Identified people for promotions. Ease up on the throttle but look busy. The exceeds expectations allocations go these folks to enable upcoming promotions.
Gone are the days of being valued for your contributions (value creation) to the company. Typically, the ceiling will stop at 23 or 24 PSG. After that you better be on someone's coat tails.
You will be told you don't have the right experience or something similar but the person they put in the position does not have the experience, but it's labeled a growth opportunity for them.
Throttle back 20 - 30 percent to increase your compensation per hourly rate. Work the system since it's stacked against you.
I think what you call “connections” is just a misunderstanding of being able to work with others to effect a positive business impact.
I have achieved multiple promos in Chevron and I am not well connected with any executives.
Now that said, promos in general have become very difficult in the past several years especially after the disastrous petrotech realignment.
