The strategic shift is from “satellite versus telecom” to “satellite as part of telecom.” If the FCC accepts a Starlink buildout that substitutes orbital coverage for some terrestrial obligations, SpaceX could gain a powerful advantage: nationwide reach without matching the tower footprint of incumbent carriers.
    For telecom companies, the likely response is to keep terrestrial networks for capacity and reliability, while using Starlink or competing satellite systems for coverage, backup, and mobility. The biggest longterm risk is not that Starlink eliminates cellular networks; it is that carriers become dependent on SpaceX for the portions of connectivity where terrestrial infrastructure is most expensive.
