I don’t think that agreement is being honored anymore by Aramco, the US payroll was abolished.
Aramco doesn’t want employees from the US. Been that way for some time, now it’s explicit.
Not many American expats left, more leaving, and no more American payroll offered, so no one cares.

After housing / dining was saudized the services and the quality of life deteriorated anyway. That was when? 2016 or 2017? Aramco housing turned into the projects.
