The play here seems to be to build a machine that gets online transactions checked for fraud (using AI to do that) faster.
First, no customer should jump on this. They are already handcuffed to the platform. Jumping on this will add extra chains.
Clearly supporting Linux One (Linux on Z) is purely for a few existing customers. Given this new architecture, no new customer would touch Linux One when they could run a much more sensible Linux.
It's also a recognition that IBM's AI and its use is fraud detection is not what customers want. Customers do this off platform and this new box is intended to speed up the process.

Given such a small demand, all fab would likely tell IBM to go away and stop wasting their time.

@en no it is gibberish. IBM’s own product chief explicitly said customers weren’t asking for that specific technology; they were asking IBM to help them get surrounding/adjacent workloads running faster and with less porting effort.

Are customers clamoring to run ARM applications on Z? I'd be surprised. ARM typically competes with X86 for the lower cost workloads that don't really require X86. Z is at the opposite end of the spectrum.
Nothing they don’t have a fab to make it. Did they just show layout schematics
