For your sanity, just assume every department will see cuts. You can either wait and see or take control and start looking now. I know that sounds harsh, but it's the reality.

Its not layoffs, its not Job search, its not thriving - Oracle employees are fighting for their basic survival.
Did you compared yourself with what's going on in Job market and Technology area ? Remember Oracle advertises itself as Tech company and we are lagging behind at every step behind everyone including startup, asian service providers and big shots.
A person joined in WalMart or Amazon in mid 2015's has earned much more than who stayed with Oracle for past 10-20 years. No Growth. Pure Politics. If your management thinks you might ask for more raise or promotions , you will be in hit list of getting out.
I know several experts were kept without promotions or hikes but in the name of Visa. Lots of people who can transform the projects are thrown out or left for good.
Oracle never attempted to boost their salaries or promotions but keep on simply hiring from Amazon and FAANG companies paying more just like they did for the latest CFO.
Who is there to bell the cat ? Only Media can do .
