There is a HR tool that managers use that helps them make elimination decisions. The list can be sorted to be viewed by their location, annual reviews, tenure, etc and the manager goes in and rank depending on the selected criteria #1 through #total number of directs. Their manager above them (or a designated administrator) validates the list, edits or suggest changes. Every layoff is different but most of the time, the determining elimination factor or how many they cut is decided from the higher ups and the direct managers don’t usually have much of a say beyond the employee ranking.
