Goes without saying that you write an email to your manager confirming why they are declining your owed leave and copy your HR rep. As the other person said, what is the business reason for the refusal. If you are in EU, maybe you are still going on holiday but part of the redundancy, in which case kepe the days so they pay you for them.
Did your manager say why? May be a legit reason. If there is no legit business reason complain to hr
