Obvious question: why is the project management team not in Gurgaon? Sounds like the Mozambique team is more concerned about a nice expat location than doing what is right for the job! Guaranteed almost all of the work will be done in Gurgaon.

Pretty simple answer. It’s a big project with lots of JV contractors and work locations. This article below talks about midstream LOI which includes Milan and there is also the Upstream (subsea/offshore) scope/EPCs in various locations.
Overall there will be ExxonMobil and Contractor people in a lot of places: Houston-Milan-London-Seoul-China-India-Mozambique (Maputo and Site)
