@c2 even assuming your blame of Reagan was correct (its not btw) that was over 40 years and many presidents ago. Plenty of time for one of them to change this. However the movement to stop institutionalizing insane people began long before RR was president as courts decided in the 1970s that people had a right to refuse treatment and challenge involuntary commitment.
