By paying not Market rates and not giving raises or bonuses for many years reflects the
state of the company and its Management. This is not a good management and it will definitely will be working against the growth of the company.

If you have skills, exit asap and get your proper compensation.
M2 pushed the company to move to low cost labor countries, hiring tens of thousands and simply letting the company struggle with the chaos of non-skilled labor struggle, while the few skilled people in mostly high cost countries carried the weight. Fast-forward to now and the labor pyramid is better but not great. The labor mix looks better on paper but cost is still higher. Now they over pay in low cost talent because there is so much competition for skills. HR is simple clueless. The only employees that can hope for market rates, increases, and promotion, are those in low cost countries. DXC has been handing out promotions and “Champions” awards to those in low cost countries. They are posting about it in LinkedIn.
I'm never going to do a proper job again. I don't get paid to care. It's been so long now, but I'm still here. The company doesn't care what I do, and the clients don't notice. Occasionally there's a fuss about something inconsequential and then all back to sleep.
There will never be a payrise - what's the matter with you?
Don't forget the pigs still get their ever increasing rewards out of the trough!
The company does not negotiate against itself. Why pay more when it doesn't need to. It's totally missed the point that every year we all step back a little bit further. The clients we support get less, and thus put less future work our way. But yet it all seems to keep going. Who's right on this strategy - the employees or the execs who clearly think they know best!
Sounds like the company has found the perfect formula: no raises, no bonuses, and somehow expecting unlimited growth. I’m sure Harvard is studying this revolutionary management strategy
