Not counting all of the BTC expats in the USA, what is the reduction in US citizen headcount planned for 2027?

For IT across North America they want to gut it down to just management.
Well if they keep the PIP at 8% and you are in a rank group of say 40 then they have to PIP 3.2 employees which rounds up to 4 which means the actual PIP percentage for your group is 10%.
