Does anyone know when a company files their warn notice how long before it goes into effect?? Is there a time frame they need to go by??

Here is information on WARN notices as it relates to California.
It is my understanding that since the VSP is 'voluntary', a warn notice is not required. If (when) there is a follow-on restructuring (as the CEO referred to it), a WARN notice may be required if the criteria are met. (I.e. over a certain number of people.)
The VSP was the warn notice
