Moving the Goalposts from an ethical standpoint, this is a clear case of bad faith with backlog orders from Q2.
Time to open a case with Texas Workforce Commission.

" IT is still working on compensation calculations" .....For 3 months??? A multi-Billion dollar company can't calculate what they owe their sales staff??? Shenanigans...They can calculate what leadership gets paid but not the employees that actually did the work???
