Almost everyone is Meets Expectations. They make PLs jump through hoops to get an Exceeds Expectations approved and almost no one should be getting a Does Not Meets who isn't already on a PIP.
Keep this in mind when you're thinking performance is taken into consideration for layoffs...meaning it isn't.

The vast majority should be in Meets as it has a very broad range. If the leader is even remotely good at their job, an employee is never surprised by a poor review. The check-ins should reflect it, a Does Not Meet should have been receiving written counseling and expectations. Not necessarily a PIP, but could be.
I think it varies by department and teams and their budget. Some teams do allow multiple people to earn Exceeds and same person can earn it multiple years in a row.
But a person has to be meeting for their normal tasks and then also be doing extra assignments or projects.
Sometimes I wonder if it's how they make earning adjustments for old timers that came in at a lower pay than newer people. The newer people are still learning and the old timers can handle the extra load and get a little extra to boost.
Overall, i'd say 2-3% maybe. There is no goal to get say 5%...
