Has anyone ever leveraged a new offer to get a higher pay? In the US

I know it’s possible in because there’s money to keep people but no one is using it. I think you have to already be labeled as a flight risk internally
One of the ladies in my team says she offered her two weeks and the boss begged her to stay with a 20% raise. I don’t believe her. She stayed.
