@cr there are different type of reports. Badge readers and network reports. Network reports identify you location, login/out time…can even provide how much time in each app, website, etc.
You are right, also managers are trying their level best to make quit good employees by attacking them with mind games, I saw team where lead completed his complex project and once code deployed to prod they move team to different one and start blaming him for things he is not accountable. Here managers with more than 10 years they thinks playing mind games are management skill rather make team to learn and guide them.
And the first employees to Quit are the Rated 1s/2s because they have options because they're the best employees.
They can more easily land a new job(s) than the mediocre or low quality employees.
Citi already has lower quality employees compared to its envied competitors, GS and JPMC.
Enforcing RTO will only drive out Citi's best employees who are actually mediocre at best, at GS and JPMC.

They want people to quit on their own. I am very frustrated. My husband and I share childcare. My husband drops off the kids in the morning and goes to work later. I get to Citi early and leave at lunch. Then I log in and work more than the required 8 hours a day. I want to be home when my kids arrive. My husband wants to make sure the kids have their lunches and get to school on time. We are underpaid at Citi compared to other large banks. If this becomes policy, then I will be at another firm within a year.

We will find out next week, but I heard it won’t be badge swipes. They can tell when you are logged onto the Citi network on your laptop. That’s how they will track.
@a9 I am not A6 but I am a Director. We have been reinforcing this too and have heard some stricter enforcement in September. It has been a bit vague so far as to what they will monitor too. They just keep telling us to reinforce the requirements and that September will be different.
Sounds like the folks not showing up at all are gonna ruin it for us part timers
3 years of quiet quit, rarely 3 days, never8 hours and I got a keep up the great work mid-year review. Golden scam we got here. I sense HR does the same.
Research studies show RTO actually does the opposite: cause employees to do the Bare Minimum Work AND Not collaborate.
When employees are forced to waste time and money to RTO (Expenses for: petroleum, parking, public transit, childcare, etc.), Employees are exhausted and will NOT do more than the bare minimum work.
@a6 they can't enforce 8 hours per day everywhere. many sites have no outbound badge readers.

Apparently they will begin enforcing 3 days in office for 8 hours per day.
