It's a terrible and sneaky way to get people to 'voluntarily' leave the company.

Nobody is getting sent to Atlanta without an exception given. If you’re going to relocate might as well go to Dallas. Eventually they are going to shut Atlanta down also. But in all honesty, tell the no, take the severance and move on with your life. They are going to lay you off anyways even if you do move.

It don't matter, you're just gonna get laid off either way. You decide if you want to be unemployed in DFW or unemployed in ATL. I'd go with Atlanta because Dallas is just ugly. Both cities are unsafe. Everybody packs. Best suggestion is to choose none of the above.
