Trying to determine when the next RIFS will happen. Will it be early October with a December exit day?

Dec will be next round. On that note, the VSP staggered exit dates are all in alignment with next rounds of RIFs.

There are RIFs somewhere in the enterprise every quarter - corporate sets a standard date for each quarter.
Pay attention to the VSP extension dates. With the first involuntary round (since VSP) had the same departure dates of 9/4 as most of the VSP applicants, you can assume the next rounds will happen around the same time as some of the VSP extension dates.
This is probably how they avoid reporting via WARN act as well. When you space out your involuntary RIFs concurrently with VSP folks that are leaving
