How can they order fully remote employees into the office who have been working this way for a number of years. It would defined as an major unwanted change to the jobs terms without consent

Going to take time to replace all people that are not near an office but my gut feeling is that it’s coming.

@a1 depending on what you do there’s more out there than you’d expect. But it may take some time to get into. Took me about 4 months. I did leave Defense, though there are definitely roles available especially if you’re in something like analytics

Not many employers offer hybrid-remote. You might as well look for a new job than be a victim waiting for your turn as RTO.
