Can someone help breakdown these salary “ranges?”

Say, Workday job posting shows 90,000-150,000 I’m in market 2. The job posting is available to many markets. Am I still looking at 80% of the 90,000? Is that considered the “base pay” still? Help, I am so frustrated.
