Senate Bill 1486

Illinois Secretary of State Alexi Giannoulias’ Driving Change campaign – launched to combat unfair and discriminatory auto insurance practices – is now delivering results, as legislation advancing insurance reforms has passed the Illinois House and will return to the Senate for a concurrence vote.

Senate Bill 1486 builds on the momentum generated by the Secretary of State’s statewide advocacy effort, which elevated concerns from Illinois drivers and helped shape a comprehensive proposal to bring greater fairness, transparency and accountability to insurance ratemaking.

“As Secretary of State, I’ve been clear that driver’s deserve quality auto insurance at a fair price,” Giannoulias said. “Thanks to the thousands of voices of Illinoisans who shared their stories through our Driving Change campaign, we’re now on the verge of passing meaningful reforms that will hold insurance companies accountable and help make coverage more affordable.”

Senate Bill 1486 introduces several consumer protections, including:

Requiring insurers to provide at least 60 days-notice before increasing renewal premiums by more than 10 percent for auto or homeowners policies.
Expanding Illinois law to explicitly prohibit auto insurance rates that are excessive, inadequate or unfairly discriminatory – defined as rates that do not reflect actual differences in expected losses and expenses.
Granting the Illinois Department of Insurance greater authority to review rate filings and challenge those deemed unfair, with a clear process and timeline for hearings and resolution.
Preventing insurers from shifting costs from out-of-state risks, such as natural disasters, to Illinois policyholders.
Modernizing the National Safety Council’s Defensive Driving Course by aligning the in-person course requirements with the online course requirements.
The legislation reflects concerns raised during the Driving Change campaign, which Giannoulias launched to spotlight how insurers use socio-economic data including credit scores, ZIP codes and age to set rates in ways that disproportionately impact seniors, working families and communities of color.

The Driving Change campaign kicked off in Chicago’s Bronzeville neighborhood and included partnerships with organizations such as AARP Illinois.

“As this bill moves through the final stages, we are taking a meaningful step toward a more transparent and accountable insurance marketplace,” said Leader Robyn Gabel. “Illinois drivers and homeowners deserve a system that is rooted in fairness, prioritizes actual risk and protects consumers from excessive or unjustified rate increases.”

“For too long, Illinois families have faced rising insurance costs without clear justification. Senate Bill 1486 establishes important guardrails to ensure rates are not only transparent, but fair,” said State Representative Thaddeus Jones. “This is about protecting consumers and making sure insurance companies are accountable.”

As part of the campaign, the Secretary of State’s office launched an online portal – www.ilsos.gov/drivingchange – allowing Illinoisans to share personal experiences with insurance pricing and advocate for legislative reform. Feedback collected through the site and a series of statewide town halls directly informed the policy framework now advancing in Springfield.

The push for reform comes amid rising insurance costs statewide. Illinois auto insurance rates increased 18 percent in 2024. At the same time, Illinois remains one of only two states that does not require prior review of insurance rates, leaving consumers vulnerable to excessive or unfair pricing.

The message has been clear for month now in the entirety of underwriting. Move to claims or gtfo. All this worry about going in office more next year. brother, you’ll be gone by October lmao. Get on the same page about creating a union or just accept whats coming like the good little sheep you are. Out the Farm and out to pasture.


Health Insurance after JE

Hello, I am just trying to plan for post-JE when it happens. I have a special needs, 12-year-old boy. My wife is working near min wage, has health insurance, but not great, and they don't have family plans. If I have to get health insurance for my son and myself, what are my options in CT? Since I may not have income, do I qualify for any rebates for premiums from AccessHealthCT? Is the marketplace the only option until I get a job? I read here that Cobra is expensive, not sure if it will be more expensive than the marketplace. Does anyone have any experience getting health insurance post-JE? Thanks for any inputs


Exit plan bonus secured advice needed

Planning for exit: bonus secured. I have been secretly building business on side that has me financially where I want it to be. Now the planning which items should I take care of or be sure I take advantage of before I leave. Insurance wise I will take care of any benefits since I will be getting my own insurance such as annuals , dental work( not much) using my rewards I think I have some gift cards I can cash with points, wrap up any Ed Assist dues for the certification I am getting , help a friend here add to the list


New to Houston Relocation - Property Taxes & Insurances Crazy

In the process of relocating to Houston. Looking for a house. Learning that property taxes & insurance are insane in Houston. Seeing >$16k property taxes and >$6k insurance, not including flood insurance. Auto insurance is higher too. Is this normal?

So much money is thrown away in property taxes & insurances here. It seems ridiculous.


Question about insurance coverage

My last day of non-working notice period is on Friday..I resigned and am going elsewhere and my notice period was converted to non-working notice with pay and benefits intact through this Friday. There is a 5 day gap with when I start with the new company and will be on their insurance from Day 1. Will Citi's insurance coverage expire at midnight on Friday or does it carry forward till the end of the month?

It might take a while (took me nearly a year) but keep up the spirit, don't feel dejected if rejected even after multiple interview rounds..dust yourself and pick up again. Hagerty Insurance

State Farm will be reducing auto policies and sending insureds to Haggerty Insurance to write autos. Premiums will double and all claims will be handled by Hagerty while SF gets kickbacks from Hagerty. All of this while reducing personnel in claims. IMO another bizarre form of RICO. They really don't want to be #1 anymore.


Blue Cross ND, Cambia Affiliation Receives Approval

Blue Cross Blue Shield of North Dakota and Cambia Health Solutions will affiliate. North Dakota regulators approved the strategic affiliation. The affiliation takes effect February 1. Dan Conrad becomes Cambia's chief administrative officer, and Lacey Bergh is the new BCBSND market president. Policyholders will keep their current health care coverage and BCBSND insurance cards. BCBSND will also retain its local plan name and board of directors. Cambia will manage and operate the North Dakota company's policy, claims, and IT functions.

Progressive new #1 Auto insurer in US?

Progressive recently released its Dec 2025 earnings and they continue to put the smackdown on SF!

Progressive gained est. 352,000 autos in December, SF lost 15,000 vehicles in December

Progressive grew by an estimated 5,447,000 vehicles in 2025, SF grew only an estimated 536k last year

    . But with its shares down 17% this week, much of that mess may now be reflected in the stock price.

The bad news started on Monday, when the Centers for Medicare and Medicaid Services, or CMS, proposed that the net price increase for Medical Advantage insurance premiums should be 0.09% in 2027, well below the 5% many had expected. That would be a big hit to future.
This is what peoples health has been reduced to. A bunch of Wall Street brokers who circle in anticipation of how much money they can extract from federal and state programs, unsuspecting employers etc.


Life insurance…

Probably not the right forum but…. I got laid off a while back and kept retiree health coverage and life insurance. About to be 65 and move to Medicare, thank God. I’m keeping life insurance however as the cost is pretty good right now. It will cover reduction in my pension if I die and at a minimum will give my surviving kids a bit of a boost. In future though will the premiums increase to an unreasonable amount. I can currently afford the premiums without blinking but am concerned about future increases. I know I can figure it out in years to come but does anyone have a heads up as to what future increases might be based on experience or other knowledge (not heresay). Just a small component of my future planning. Thanks for feedback.


Late stage capitalism

The U.S. feels like it’s entering the late stage of capitalism.

The cost of living—housing, healthcare, and insurance—has gone through the roof. The government takes50% of your income before you even see your paycheck.

Wages can’t keep up with inflation, which has been over 5% for years. People are getting poorer even while working full-time.

The job market is broken. Entry-level jobs are being outsourced to India, while workers over 50 face constant age discrimination.

The corporate ladder is basically dead.

MST home dispatch techs still use and abuse program is going away

MST home dispatch tech use and abuse company assets. They drive 100K-200K bucket trucks to their home and back to their home garage everyday. Big V8 6.3 L engines use a lot of gas and insurance on top. Also, with MST high pay and only have .5 job per tech a day per tech how is that saving company money and liability.
There are rules to follow when joining home dispatch program. Following the rules helps save gas and time and wear and tear on a vehicle used to drive to work and to home. But MSTs abuse this program from driving to the garage every day and dispatching at the garage. Making a stop at the grocery store to grocery shop in the company vehicle before driving home. Not closing your last job at the job site and instead, drive home and being still dispatched on your work ticket and then closing the job when you arrive home. I follow the rules, and I do not want the home dispatch program to go away because of MSTs taking advantage of the abuse. Also, MST managers are favoring many MSTs and letting the home dispatch MSTs do what ever they want. STOP ABUSING THE HOME DISPATCH PROGRAM YOU MSTs. You know who you are...


ACA enrollment down 191,000 in GA

From 1.5 million to 1.3 million. Not terrible, until you read further that 2/3 of that 1.3 million were automatically enrolled from 2025. Which means they likely haven’t paid the premium yet. Thus, that 1.3 number is expected to drop once the bill comes due and is significantly higher than 2025. Waiting to see what the numbers in Florida look like.
